The “Compétences et Talents” Card

If you envisage a professional project in France, the "passport talent" residence permit which is valid for 4 years and renewable, can allow you to carry out a professional activity related to your project. It covers 10 job categories that correspond to current economic realities.

The “Compétences et Talents Card"

If you have a project, the three-year, renewable “Compétences et Talents” card allows you to exercise the professional activity of your choice in connection with your project, without the need of an employment authorization.

You may be granted this card if you are likely to make a significant or lasting contribution, through your skills or talents, to France’s economic development or to its intellectual, scientific, cultural, humanitarian or athletic prestige, and directly or indirectly, to that of your own country.

If you reside in a foreign country, you may apply at the Consulate section of the France embassy in Ghana. The decision to issue this card is up to the consular authorities.

Your family members (spouse and underage children) will be issued a “Vie Privée et Familiale” card. This card allows your spouse to legally work in France.

What are the criteria

The criteria are defined by the Commission Nationale des Compétences et Talents, which meets in France at least twice a year.

  • The applicant must submit a credible professional project meeting the criteria set forth by the National Commission.
  • The applicant must supply proof that he/she is in every way capable of carrying out this project.
  • The application will be accepted/rejected based on:
    - the project’s interest/quality
    - the applicant’s motivation/commitment
    - the applicant’s skills and qualifications
    - the means to carry out the project.

The "Compétences et Talents card" covers 10 job categories that correspond to current economic realities:

  • 1. Skilled recent graduates
    a) Qualified employee
    Additional documents to present if you are a qualified employee and wish to move to France
    - Diploma or degree (master’s degree or higher) obtained no more than a year before the visa application
    - Work contract with an employer in France, for at least 3 months
    - The relevant CERFA form filled out by your employer, and mentioning the position and salary
    - Up-to-date KBIS extract
    - Certificate of payment of social security contributions to the relevant body
  • b) Employee of an innovative company
    Additional documents to present if you are employed by an innovative company and wish to move to France
    - Work contract in a Young Innovative Company, for at least 3 months
    - Certificate of exemption of social security contributions on wages, granted by the Young Innovative Company status
    - The relevant CERFA form filled out by your employer, and mentioning the position and salary
    - Up-to-date KBIS extract
    - Certificate of payment of social security contributions to the relevant body
  • 2. Highly skilled workers (« Carte Bleue européenne »)
    Additional documents to present if you are a highly skilled worker and wish to move to France
    - Work contract with an employer in France, for at least 3 months
    - Diploma or Degree (bachelor’s degree or higher) or any proof of having 5 years of similar work experience
    - The relevant CERFA form filled out by your employer, and mentioning the position and salary
    - Up-to-date KBIS extract or “carte d’artisan”
    - Certificate of payment of social security contributions to the relevant body
    - Copy of degrees and qualifications obtained by the worker, resume, work certificates showing relevant professional experience
  • 3. Employee on a mission, with a French work contract
    Additional documents to present if you are an employee on a mission in a French branch of your company or group of companies
    - The relevant CERFA form filled out by your employer, and mentioning the position and salary
    - Work contract with an employer in France
    - Proof that you have been working for the company based in the USA for at least 3 months
    - Up-to-date KBIS extract
    - Certificate of detachment from the French Social Security or signed statement that you will register with the French Social Security
    - Letter explaining in detail the position that will be occupied, and the aim of the mission
    - Certificate of payment of social security contributions to the relevant body
  • 4. Researchers
    Additional documents to present if you are a researcher and wish to move to France
    - Diploma or degree (master’s degree or higher)
    - “Convention d’accueil” signed by the Prefecture (original + copy) Entrepreneur List of documents to present if you want to create your own company and move to France
    - Diploma or Degree (master’s degree or higher) or any proof of having 5 years of similar work experience
    - CERFA form “commerçant, artisan, industriel” along with the supporting documents requested by the interministerial decree Home Office/Economy of October 28th, 2016.
    - Proof of investment of at least 30 000€ in the company
    - Clean criminal background
  • 5. Champion of an innovative economic project
    Additional documents to present if you are championing an innovative economic project and want to move to France
    - Proof of the innovative aspect of the economic project in France (product not yet available on the market, or that stands out from existing products thanks to superior performances…)
    - Proof that the project has been recognized by a public agency
  • 6. Economic/financial Investor
    Additional documents to present if you are championing a project as financial investor and want to move to France
    - Proof of personal investment in a company (at least 10% of the company’s capital) or an investment through a company owned by the applicant, or in which the applicant holds at least 30% of the capital
    - Letter of commitment, stating yearly job creation and investment plan of the applicant
    - Proof of commitment to invest at least 30 000€ worth of tangible or intangible assets on French territories
  • 7. Company representative
    Additional documents to present if you are a company legal representative and want to move to France
    - Proof that you are the legal representative of a company based in France
    - Proof that you have been working for at least 3 months, as an employee or legal representative in a company of the same group
  • 8. Artist/Performer
    Additional documents to present if you are an artist or performer and want to move to France
    Artist/Performer with a job offer
    - The relevant CERFA form filled out by your employer, and mentioning the position and salary
    - Up-to-date KBIS extract
    - Certificate of detachment from the French Social Security or signed statement that you will register with the French Social Security Artist/Performer without a job offer
    - Any documentation proving you are an artist/author/performer, and detailing your project in France
  • 9. Person internationally or nationally renowned in their field: science, literature, arts, education, sports…
    Additional documents to present if you are internationally or nationally renowned in your field and want to move to France
    - Proof of your reputation : articles or books published, involvement in festivals, exhibitions, conferences (invitation letters…), scholarships or prizes, artist-in-residence programs, distinctions or medals awarded in France or other countries
    - For artists: proof of the reputation of the venues where the applicant wishes to perform or exhibit, or where he has already performed or exhibited. Family members of a “passeport-talent” applicant (spouse or children under 18)
    - Documents proving your relation to the applicant : marriage or birth certificate, or “livret de famille”
